This policy applies to offenders performing community service.

1.  Organizations may elect optional coverage for community service workers.

 

The state, county, city, town or nonprofit organization may elect coverage for offenders performing community service pursuant to a court order or under a Diversion Agreement (RCW 13.40.080). The state, county, city, town or nonprofit organization requesting coverage must complete an Application for Optional Coverage form.

 

2.  The optional coverage form determines the effective date of coverage.

 

Coverage commences when the Department receives a completed Application for Optional Coverage from the state agency, county, city, town or nonprofit organization or at a later date if requested on the form.

 

3.  Hours shall be reported under the appropriate risk class.

 

Elective coverage for community service workers will be assigned risk classification code 7203 00.

 

4.  The premiums will be the responsibility of the organization electing coverage.

 

The premiums for the community service workers will be the responsibility of the organization that elects coverage for them.

 

5.  Offenders performing community service are not volunteers.

 

Volunteers, covered under RCW 51.12.035, do not include offenders performing community service.
